It needs warm weather. Sauce never got thick and came together. I thought all Lebanese people make it this way. The sequence in which oils and water are added, and the ratios also matter a lot and an imbalance can easily break the emulsification process and turn the ingredients back into a liquid state. In one of the recipes Ive read, it says to put about 1 and 1/4 cup of oil for 1 cup of garlic cloves.
